fellow at the University of Southern California’s Center on Public
Diplomacy and senior fellow at the University of Toronto’s Munk Centre
for International Studies. In 1981-2009 he served as a Canadian
diplomat, with postings in Thailand, Ethiopia, New Zealand, and
Malaysia, and in 1996-1999 was national program director with the
Canadian Institute of International Affairs.
